Each playbook chapter focuses on a department or agency of the federal government and how it should be eliminated or changed. The premise is clear: deconstructing the federal government. The tactics will attack our rights, dismantle key institutions, and remove checks and balances.

Project 2025 proposes devastating restrictions on legal immigration, including:
​

Denying federal financial aid to students in states that provide in-state tuition for certain immigrant groups, including legally residing Dreamers.

Eliminating the legal status of 500,000 Dreamers by cutting resources for their application renewals.

Exploiting application backlogs to automatically suspend intake for numerous legal immigration categories.

Freezing updates to H-2A and H-2B visa eligibility, effectively barring temporary workers in essential sectors like agriculture, construction, and hospitality.

Disqualifying U.S. citizens from federal housing aid if they reside with non-citizens.

Coercing states to share driver’s license and tax ID data with federal authorities or face funding cuts.

Expanding ICE detention capacity to a staggering 100,000 beds.

Banning federal staff from assisting DACA recipients and Ukrainian refugees.

Ending the Flores settlement, paving the way for the indefinite detention of children and families.

How This Agenda Threatens Reproductive Freedom, Defense Policy, and Presidential Powers

REPRODUCTIVE RIGHTS

Chapter 14 of Project 2025 concerns the Department of Health and Human Services and is written by Roger Severino, the Trump administration's HHS secretary. This 50-page chapter covers extensively how the next conservative leadership will completely overhaul this Department - starting with the name change to Department of Life, underscoring the focus on opposing abortion, and suggests that the department should "maintain a biblically based, social science-reinforced definition of marriage and family."
Project 2025 does not call outright for a nationwide abortion ban; however, they plan to track, limit, and ultimately ban the mailing of abortion pills, restrict doctors’ ability to provide telehealth for medical abortions, strictly scrutinize the companies and factories that make abortion pills, and restrict access to STD testing, birth control, and IVF.

DEPARTMENT OF DEFENSE
​
​Project 2025 threatens the ability of the Department of Defense to protect our nation. Christopher Miller, an Acting Secretary of Defense for Donald Trump, wrote Section Two about the Department of Defense. He calls the DOD “a deeply troubled institution,” claiming the department “has emphasized leftist politics over military readiness.” Project 2025 would give nearly unlimited power to the President and end informal congressional notification. It would drastically draw down U.S. forces overseas, hamstring U.S. support for NATO, reduce the number of generals, expel transgender service members, reinstate troops separated for refusing to get vaccinated, and rescind the policy to cover travel costs for troops who need to go out of state for reproductive health care. The DOD would focus on China, with little attention to Putin’s Russia or other authoritarian threats.

ROLE OF THE PRESIDENT

Project 2025 is a blueprint to disrupt the United States system of checks and balances by giving disproportionate power to the President and reducing the role of the other branches. It contains several recommendations for how the next president could more fully control the levers of power within the executive branch. This action would eliminate civil service protections and fill government jobs with loyalists who would do his bidding.
The Department of Justice, along with the FBI and all other law enforcement agencies, would come directly under the control of the President and could be used to do his/her bidding, including retribution against political opponents. Project 2025 would scale down federal government, including abolishing agencies like the Department of Education, Department of Homeland Security, National Oceanic and Atmospheric Administration and Consumer Financial Protection Bureau—whose remaining departments would be folded into other agencies or privatized, further centralizing power.
If Project 2025 is enacted, power would be centralized in the White House, furthering an authoritarian state.
